HSR Training


Health and Safety Representatives (HSR) play an important role in facilitating consultation concerning work health and safety issues between workers and management in the workplace. This course has been designed to provide participants with the skills and knowledge required to fulfil their duties and obligations as a Health and Safety Representative (HSR) as per the NSW Work Health and Safety Act 2011. HSRs in NSW are entitled to attend an initial SafeWork NSW approved 5-day course as soon as practicable within three months of requesting training, and a further 1-day refresher course every twelve months after completion of the initial training. There is no formal assessment for this course, however, participants are expected to complete a pre-course task and daily workbooks which will be submitted to the trainer. The person conducting the business or undertaking (employer) must allow the health and safety representative the choice of approved course, time off work to attend the course of training, and pay the course fees and any other reasonable costs associated with attending the training. Upon successful completion we will provide a certificate of completion to you and your employer. SafeWork NSW will also be notified of your completion. If you do not complete all days of the course, HBA will provide a certificate listing the days and topics completed, you may re-attend any days missed at a later, however, the course must be completed within six months of commencement. HBA Learning Centres is a SafeWork NSW approved training provider (RTO800659). All course resources have been developed and approved by SafeWork NSW.

Course Duration & Session Timings:

5 consecutive days (Monday to Friday) from 9:00am to 4:00pm, including 2 x 15-minute breaks for morning and afternoon tea, and a 45-minute lunch break each day. Upcoming course dates are listed below.

Delivered face-to-face in North Sydney or via real-time remote online delivery.

Attendance may be deferred or split with prior notice, however, the course must be completed within six months of commencement.

  • Context of WHS legislation, practices, & elements of the legislative framework
  • Safe work approach to work health and safety issues
  • Objectives and principles of the WHS Act
  • Role and functions of SafeWork NSW & their interactions with HSRs
  • Duties and responsibilities of persons conducting a business or undertaking (PCBU), officers, workers and other parties under WHS legislation
  • Purpose and formation of work groups in the workplace
  • Election processes for HSRs & Deputy HSRs and disqualification provisions
  • Formation and functions of a Health and Safety Committee (HSC)
  • Entitlements, rights and protections of an elected HSR
  • Nature of the consultation process between the PCBU and workers as required under the WHS Act
  • Strategies supporting the consultation process
  • Benefits of effective representation and constructive consultation between a PCBU, other duty holders and workers
  • Representation of workers on health and safety issues in a range of circumstances
  • Negotiation skills and strategies to resolve WHS issues
  • How HSRs can use their functions and powers to contribute to risk management activities in the workplace

Learning Outcomes:

Refresh the information and skills attained under the initial five-day training course and assist HSRs to carry out their role and functions under the WHS legislation including:

    • an understanding of the Work Health and Safety (WHS) legislation
    • an understanding of how WHS legislation applies to their role as elected Health and Safety Representatives (HSRs)
    • the additional knowledge and skills regarding their powers under the WHS legislation to issue Provisional Improvement Notices (PINs) and direct unsafe work to cease.

Entry Requirements 

All Participants
  • Have basic English literacy skills in reading, writing, and oral communications
  • Provide appropriate current evidence of identity that includes full name, signature, and photograph, upon commencement
  • Provide employer contact details in order for them to receive a copy of the completion certificate
  • Complete course pre-reading and hazard inspection task, which will be provided upon enrolment
Participants attending online via Remote Real Time Connected Delivery (RTCD)
  • Be located in New South Wales
  • Have basic to intermediate IT skills to use MS Teams, send and receive emails and attachments, and navigate files
  • Have access to a computer with a webcam, speakers, and reliable internet connection
  • Adobe Acrobat Reader software installed (MS Office & Teams – optional)
  • Suitable place to undertake training – a safe, quiet workspace with ergonomically set-up desk and chair
  • Agree to keep their webcam on at all times throughout the training

Participants attending the 1-Day refresher training must provide evidence of completion of the 5-day initial training, including their certificate of completion of the initial training.
